You need to find the perk you either want to replace or if Extra Effect is already there then keep it. Then you need to find the perk that comes before it. Remember that perk. When you load up xEdit, choose all your perk overhaul mods. If using Vokriinator, select that and the rest will be selected automatically. Now choose this mod. Once in, expand this mod and open 'perk'. I was using the three enchantments version. 00058F7F is this original perk. You will need to change the required perk to what comes before Extra effect 1. You may also need to tweak the required skill level. After that's done, go to the second perk and remove the conditions you don't want. All it should need are the skill level and Extra Effect 1 as a req to function. You may also want to edit the perk description. It all depends on what perk overhaul you're using. It could be an easy fix or a hard one.
