It works but only when travelling between the markers.

  Yea this removes the cost of mana on markers. Casting the spell to get to the map would probably cost some mana.

  Actually this is supposed to effect the Psijic Teleport Spells mod by Sjogga, the Master spell in that mod, Omnipresence, has a ludicrous Magicka cost which this mod here removes entirely
