    If you use Wrye Bash, add to mod description field or just add in lower right small tag Bash Tags window a bashed tag called Factions. Otherwise other mods may overwrite those factions and those NPCs probably will not sell anything.

    Nice mod. Adding it to my next playthrough. It's amazing no one has added ingots to the things a steward can get for you. Maybe not ebony, but why not iron, steel, corundum, leather strips, etc.

    I don't mod anymore, and don't offer support, as it's almost been a decade since  I made most of these.
    That said I've been playing some Skyrim over Christmas and ran into the same issue as jjb54/N00by95 in  my SE playthrough.

    If NPCs don't offer to sell you stuff and it's the right time of day, you probably need to edit your save. From what I can tell, factions  are stored as part of the save, and for some reason if the NPC is already part of your save they don't get the new faction (that sets them as a merchant). If you use Skyrim ReSaver and search for that NPCs base id, and then delete the record (which deletes every change to that NPC, don't do it if you've given them items/made them followers etc), that should basically do a hard reset and then when you load  the save they should offer to sell.

    That solution is both technical and dangerous, so be careful and back your save up. If you're not confident, do a bunch of research. Finally I apologize for not getting back to messages / providing any support, it's juts no longer feasible for me. :)
