For esp level changes to puddles (Water records) there are also: "TB's Improved Puddles" or "Underwater Visibility Fix for RW2"
"Skyrim SE Improved Puddles" fixes various puddles and drips (worldspace and cell edits, no water changes), and also redirects Puddle Decals to a new texture set (I guess you could delete the texture set data and just use the other esp changes if you prefer Cunny's retexture).
"Puddles of Rift", "Wet Whiterun" and "Dynamic Puddles Whiterun" add new puddles into the world. If you have ENB visibility issues, someone in the Wet Whiterun thread recommended increasing the Z height of each placed puddle slightly (by 2 units), which is quick & easy to do in XEdit if you are capable of elementary mental arithmatic.
If you want something between the flat and the wavy puddles, you can just layer the 2 different normal maps on top of on another in an image editor and change the transparency of the upper layer. Really simple to do.
After so many years and so many good texturers, I believe this game is fully covered. Well... almost! Personally I'm looking for mods LIKE THIS, mods that covering some very tiny details nobody touched before.
Very very nice, man. I made my own puddles long ago, very good... but yours are even better - so I picked yours (obviously made them 2K, the 4Ks are silly to use them in this super old game).
I love finding things which haven't been done, or things which don't have a decent texture replacer, going through this game so many times and still bump into things which are a real eyepoke, glad you like it bud
No not a bug that's the way it is, looked the same on LE and XBone 360 back in the day when I first played Skyrim untouched in all its glorious detail.

Oh man I have to be honest, I went into downloading this mod as a sort of "sure, why not?" premise -- but then I went to Windhelm and WOW. The place is unbelievably gorgeous now! Thank you!
I would have to save the textures in a different format, DXT1, DXT3 or DXT5 if i remember, i'll see what i can do, i don't have the nvidia dds plugin in photoshop at the minute
