basically after using the weapon for a while it doesn't allow you to fast travel, displaying the message "You can't fast travel while taking damage" thanks
alright after some testing i can assure the "damage" happens once you equip the weapon, this happens instantly and not over time as i said earlier.
trying to wait or fast travel is impossible, apparently the game thinks you are taking damage, there is no negative effects being applied according to the effects menu. no mods modifying the player record or being a vampire (tested on a new save), once you take off the sword you can wait and fast travel normally

would you also consider fixing Sunna Alata also not allowing you to fast travel?

no ineeds, no frostfall, no vampirism, nothing of the sort
i even tested on a clean version of the game and still the bug persisted
