I mean there are other mods that do that. Some mods just ad the dinos others add dinos and a DLC-sized world full of dinos. Combine this mod with those and you can play "Attack on Dino."
I decided to look at this mod using SSEEDIT to see the exact values that were changed by this mod. For anyone interested, here is what I found. (Skip to the bottom for an abridged description of my results)
Before I mention any values, there are a few things to note. This mod, for the most part, affects three values in the race data of presumably all the races the game uses to spawn the player and npcs. Height affects the visual size, and can affect the first person cam for the player. Since I am not a modder myself, I am not sure what base mass and weight do exactly. I do know that from personal testing that this mod makes moving corpses harder, so one of these values or both must affect that. With that being said, note that this mod does not affect the height, weight, or base mass of ANY female actors. That means all women, hagravens, spriggans, or any other female spawns I didn't mention will not be affected by this mod.
After looking through all the "non-human" races, It turns out they are all set to have their height value to 2. This sounds like it would make them all twice as big but it doesn't. Some enemies have a different starting height value then one. For example, dremora have a starting height of 1.1 instead of 1. So when the mod sets the dremora height value to 2, it isn't quite doubling the height.
Here is a list of all the enemy values that didn't start off at 1, meaning they aren't technically doubled in size. Some are more than twice as big and some are less. The list includes female enemies even though they aren't affected by this mod just as a point of reference.
Male Chaurus: 0.65 Male Elk: 0.85 Female Elk: 0.75 Male and Female Dremora: 1.1 Male Frost Atronach: 1.3 Male Frostbite Spider: 0.75 Male Horker: 1.2 Male Wolf: 1.2 Male Giant Frostbite Spider: 1.9 Male Large Frostbite Spider: 1.2 Male and Female dunMiddenEmptyRace: 0.975 (I honestly don't know what this is, so I just left it as the race name provided by SSEEDIT. It appears to be a human race based on its attributes but this mod increased its size so... I guess it's some enemy I don't know about, probably in the Midden) Male Mudcrab: 0.75 Male Werewolf: 1.13 Male Deer: 0.85 Female Deer: 0.75 Male White Stag: 0.85 Female White Stag: 0.75 Male Spirit Wolf: 1.2 (I believe this is the one from the conjuration spell) Male Fox: 1.2
This mod also double the base mass and weight of all the enemies. Unlike with height, these values are actually doubled correctly with a couple exceptions. Frostbite spiders have had their base mass changed from 0.25 to 2 and the height of male deer, male elk, and the male white stag have been changed from 0.85 to 2.
This mod also seems to cause some issues in other areas. For example, some keywords/flags that are added in the Dawnguard DLC are removed when using this mod. These include:
The Falmer equipment flag for staffs The Dragon flag AllowMountedCombat The Spriggan keyword DLC1WerewolfFeedExclusive The Spriggan Swarm keyword DLC1WerewolfFeedExclusive The Spriggan Matron keyword DLC1WerewolfFeedExclusive The Werewolf keyword MagicNoReanimate
Also, apparently the Dragonborn DLC changed the body part data for all the dragons in Skyrim, including the undead dragon and Alduin. This mod reverts it back to what it was in Skyrim originally.
All that was just for the enemies! Now lets talk about player races.
Honestly it's basically the same. All male race heights and base mass are set to 0.75, while female race heights are unchanged. All races by default have different heights, so by setting them all to 0.75 the decrease in size is not uniform, and makes them all the same height in the end.
Weights are a bit different. All female and most male playable races have a weight of 1. Male argonians, high elves, and khajit have a weight of 0.5. If the male height is 1 beforehand, this mod sets it to 0.75, except for wood elves which it doesn't change. If the male height is 0.5 beforehand, this mod doesn't change it, except for high elves which it sets to 0.75.
All of the vampiric races work the same way except the male weight for high elves which is set to 2.
To recap, this mod sets most "non-human" races to be twice as big with a couple being slightly off. The actual range of size increase is 1.05x-3.08x bigger. (The smallest increase was Male Giant Frostbite Spiders and the largest increase was Male Chaurus). Female actors are not affected by this mod, meaning women and female creatures like Spriggans and Hagravens aren't affected. Some races have wonky weight and base mass value adjustments and the mod reverts some content from DLC back to base game data.

or make everything ( house, trees, roads, npc ..) 10x smaller and ur have a bigger skyrim ;) I will try with riverwood and it's a game changer but need a lot of skill to accomplish it...
Yes and it's been enjoyable. Not many games give you the tools like we have available here. Most other game mods I've made were terribly more difficult due to lack of support, information and tools.
