Firstly,thanks to Shinoboru for his magnificent banner mod!
Description
A simple plugin to equip the Hold Guards,Imperials,Stormcloaks and Thalmors with leveled back banners from the awesome mod 'Shino banners of Skyrim' .
I set the chance of banner equips to 50%.
Modified OTFT Formlists:
Due to my limited ability I just made two versions,one that would overlap the same modifications of the mentioned OTFT Formlists provided by other clothing mods,and one for Cloaks of Skyrim users,just load Shino Banners for NPC 1.0 (COS).esp after cloaks.esp(and its patches).

20191201 Fix that some Haafingar guards equip Hjaalmarch banners. Should be no further problems. Sorry for my carelessness.
20191127 ver 1.0 re-upload,Cloaks of Skyrim ver upload.Equipment chance was changed to 50%.
