I haven't used this mod yet but I really like the idea! I think it has a lot of potential not only for thieves but for other character types too. Copying scrolls, for example, would be good for a scholar/mage type character to make money without working or fighting. I look forward to seeing how this mod develops.
Hi, I think you mistakenly put "Creation Club Content" as a Requirement for the mod, because as per your description it seems that there is no such requirement.

If my mod works correctly, I think that in the early stages, you can raise the pickpocket skill level with a general merchant's request quest, and then you can raise the level with a copy of the scroll from the middle to the second half.
I think that it works because I make a mod except the perk where Ordinator is unusable. In fact, I wanted to raise the rank of the scroll that I could copy every time I got Light Fingers perk. However, since Ordinator has removed Light Fingers rank 3 or later, we've set a copy of the scroll to be copied at the skill level.
Also, I made a ”Scroll of Forengy" with a special scroll. It makes gold ingots and diamond rings with fence attributes. The ingot returns to iron ore even if it is put in smelter.

You should add a version that also improves lock picking as well ... which also needs manual dexterity
