Bringing to mind the whistle in Assassin's Creed. I wish I had the scripting chops to make a mod for that! XD I'll try this one and see what it gets me, thanks!
EDIT: Well something didn't work, when I added the mod, every time I load a save there's an earthquake going on, a thunderclap, and my appearance presets are all hosed. XD
I can only wonder what conflict must be causing that!
Now a question. If I wanted to make fury spells less aggro spells and more charmlike (instead of automatically going after the player they go after other hostile npcs first) how would I do this?
Or does this happen automatically after using the silent spells perk?
Seems to happen to me every time if you are close to them and the other enemies havent hit the furied yet.
So thats the trick you need to have them change alliances while spell is active using a script. Bah thought I could make it a easy change but I guess not :p.
There's an incompatibility with Thunderchild, but it looks very minor. Loading Thunderchild after my mod will disable the 'Undetectable Whispers' thing, while loading my mod after Thunderchild will make Throw Voice and Aura Whisper not work with one of Thunderchild's perks.
Still, I made a replacement ESP if you want to be safe.

Quiet Casting could help, though obviously not if you're already in combat.
There's already mods that add Charm spells to Illusion. I think they work by using a script that changes the target's factions.
