Overview
This makes restoration potions take a few seconds to apply their full effect. A familiar feature from many alchemy mods, but this one works such that it requires no compatibility patches for any new potions or ingredients that reference the original restoration effects. Rare Curios, Beyond Skyrim, and Project AHO are all compatible automatically, just like my previous mod, Crafting Skills Revamped. (Note for Crafting Skills Revamped users: You should use the optional file from that mod instead of this mod.) It should also work correctly with SkyUI.

My version makes potions give 20% of their value upfront and then another 20% per second for 4 seconds. You can easily change this to whatever you want using xEdit or Creation Kit, though (see below).

How does this work?
It takes advantage of an obscure feature for Magic Effects called "taper". This allows us to tack on some extra duration to a Magic Effect which gets added onto the duration set by the Spell/Potion/Ingredient/etc. Thus, we don't have to edit all the Potions and Ingredients using the restoration effects, which have a duration of 0.

If you wish to edit it to suit your needs, the main fields you need to be concerned with are '2nd AV Weight', 'Taper Weight', and 'Taper Duration'. 2nd AV Weight controls how much of the effect is applied upfront. This value goes down to 0.0001. Taper Weight controls how much of the effect is applied per second (note that it is multiplied by 2nd AV Weight). Taper Duration controls how long the effect lasts. For example, if I wanted to give 0.01% upfront and 99.9% over 5 seconds, I would set 2nd AV Weight to 0.0001, Taper Weight to 1999.8, and Taper Duration to 5.0.
