   Probably great for testing stuff out - but it leveled me up so much that the level up sound kept playing on and on.

      If you quicksave and quickload, the sound and notifications will stop.

   just coming into confirm some things. does this just max your skills or does it level you up as well?

      It will max skills out (to 100) and will result in level ups accordingly.

   As you didn't provide a screenshot of the MCM; do I only have the choice between maxing out or nothing, or can I upgrade to a specific perk level?
   
   And will upping the perks add xp as it does in the Leveler's Tower?

      There is only one option. By toggling the option, all your skills are maxed out. You then will have to level up and spend your perk points as you normally would.

   Great to try mods that modify the perk, so as not to spend a lot of time on a new game.
