So I kind of wanted to see if I could fix it some other way than not having the wind play for this mod to work, and ended up doing it the most complicated way possible. Basically I used audacity audio editor to mix the music file provided by this mod and the original wind audio from skyrim into one single file and renamed that file to npc_dragon_deathsequence_wind.wav. So now the mod works, and I still get to hear the wind voila!
Seems this isn't compatible with any of the music replacer mods out there. I've tried the Celtic Music mod, Fantasy Soundtrack Project, and Additional Music Project. It seems this mod doesn't work with any of those mods, all I see is the animation.
Nevermind, i don't think it has anything to do with other sound/music mods. The sound file "npc_dragon_deathsequence_explosion" never gets executed. But if I rename it "npc_dragon_deathsequence_wind" it works. But then I don't hear the wind sound effect.
I really wish to try this mod out. I'm just worried that when I end up fighting two dragons that the animation would have me standing still for too long which might get me killed by the second dragon. Is there any way to have the animation wait when facing multiple dragons and then say activate on the just last dragon instead?
