Would it be possible to use speech synthesis to automate the voice acting replacement? If a speech synthesis software includes Latin pronunciation and has options for different voice timbres (for different characters/races) it would make this sort of project less daunting.
While Latin is nice and phonetic, it is hard enough to get life like speech synthesis for English and Spanish. It’s not too daunting for one person to record the voices for a single character type in a less than a day and have a dozen or so people do the whole game in a few weeks. More daunting is translating the whole thing!
I like your idea of Latinizing Skyrim, but Nelacar seems an odd choice. He's an Altmer mage exiled from Winterhold, and yet there are a separate race called "Imperials" in the game who truly are modeled on Rome.
What I thought when I saw this, and what I think would be very very cool, is if anything that was from the Ancient Empire, like the "Hjalti" quest, or the dead Imperials in the Shrine of Azura, had Latin involved. That would be cool and VERY appropriate.
This sounds like a good start for a very intriguing concept.
However, there are some recommendations I want to make regarding your upload: please remove the folder labeled "cleaned" and compress the audio files to FUZ.
Also, I'm not too keen on swapping Azura's name for Aurora, though I saw on your Latinification project page that you wholesale renamed the pantheon. Not something I agree with, but oh well.

Especially Since Aurorans already exist in the lore as Servants of a different Daedra, Meridia, and the auroras we see in-game are an effect of Meridia's realm The Colored Rooms, in the same way the sun is the result of Magnus and the stars the Magne-Ge.
