I also have these blinks, namely at 4k. It was also in another mod "CC's HQ Guard Shields SSE" and was fixed in the latest version. The changelog was written "All files were missing Mipmaps, this has now been fixed". I don’t know if this makes any sense, but your textures really flicker at a certain resolution ratio. ENB I also do not use

That's not my texture my texture hahaa. The tiny tiles and big tiles are in the same texture file. I couldn't split the texture in half without getting a seam but the author of noble skyrim seemed to do it well.

Inconsistencie:
Before compression and mipmap the 4K version.
After compressing and adding mipmaps.
But I had to go with the 2k texture. With the 4k version I get what looks like a film grain on it when I move, especially on the watery tiles.
Not sure why. Perhaps the 4k texture is too detailed/granular (if that makes sense?) or it's something on my end, driver issue maybe ...
But maybe lighting mods and such could also cause flimmering on some textures? I wouldn't know.
