I think you should rename this mod to "Distributed Crossbows" or smth like that and add elven, silver etc to the other npcs like you said in the description. And it'll be a must have.
This is looks interesting. Could you perhaps try to create a complete "Creation Club crossbows only-equivalent" to this one? : https://www.nexusmods.com/skyrimspecialedition/mods/9914 with seamless integration of all crossbow into Skyrim (in leveled lists, NPCs being able to have crossbows, ...)
Just follow the vanilla methodology for introducing weapons of different types when it comes to balancing. If you really want to be lore friendly, Bethesda clearly thought that Crossbows should be very rare and/or difficult to find/create. I would recommend limiting crossbows in the wild to high ranking npcs (bandit chiefs, etc) or giving it an exceptionally rare chance to appear in the world, e.g. 10%.
If it edits leveled lists directly (using the same lists as crossbows of skyrim), then yes.

If you want to be balanced, just follow the existing nomenclature for when bows of each type show up in the game world on enemies. Considering how much more powerful crossbows are and how much more mechanically complicated they are to make than bows, I would recommend giving them a 10% chance to appear as opposed to a 25% chance. Or limit it to "leader" type npcs (bandit chiefs, etc)
