Thanks to Anubis, the icicles are clear looking when ENB is enabled. This patch is a loose file, so unzip it on where Skyrim executable is located or use a Skyrim mod manager tool.

The MAIN option without esp file, and the assets in the loose file format. Try install this last if you don't see this mod's icicle appearance.
