if people are gonna use xEdit to add the ESL flag, you might as well just merge it with something else. I personally use a few large override files, categorized according to the type of records. If you use zEdit then you'll have problems with plugin count, regardless of most of your plugins being ESL flagged, since zEdit can't tell the difference. So an ESL flagged plugin of this tiny size is still not worth having, and it's just as easy to copy all the records into another plugin. for any plugin that doesn't add new records (e.g. the first 2 characters in the formIDs are the index digits for the master file, like 00 to 04 or any mod that's listed as a master for the plugin) just right click on the records you want to copy, click "copy as override into..." and click whatever plugin you want to add them to. for a plugin that does add new records you can do the same by hitting "copy as new record into..." but you should be careful when doing this. if the mod you're trying to merge has facegen files or scripts, or any files that are named after the mod's formIDs, then don't do this (or convert to ESL) unless you really know what you're doing. some scripts are okay, and facegen and other files can be converted to new formIDs, but that's something you'll have to follow a more detailed guide on. try Darkfox127 on youtube.

so in this case you're gonna need to copy everything as a new record. first the book, then the container, then the static object placement. changing the editorID each time.
after copying the book in, you have to edit the container record to remove the book from it. then copy the container as a *new record* into your plugin, changing the editorID.
after that, go to your new container record (in your plugin) and add a new item to it. you're adding the book from YOUR plugin, this way it doesn't have to add this plugin as a master since we want to delete it anyway.
now you have the book and the container with the book. now we need to go back to this mod's plugin, to the placed object record under CELL. change its NAME - Base to NobleChest01. now copy it as a new record into your plugin, changing the editorID again.
now go find this new placed object record in your plugin. under NAME - Base, which you changed previously to NobleChest01, change it again to the editorID you used for the new container you added. in my case i called the container NewCallersChest so that's what I want to change NAME - Base to.

now it's done, make sure you didn't accidentally add this mod as a master to your merged plugin. if you did, then you gotta start over or try to find where it's using the formID from the plugin and change it to the formID from your mod. if you failed to add it as a new record then change any references to the plugin to a random reference from skyrim.esm, then clean masters for your plugin. then you can safely add the right records as NEW records, and then change the references to the new references in your plugin.

Since the mod doesn't add a new cell, there shouldn't be any issues with making it an ESL even if something else were to overwrite it.

even further, adding an esl tag to an esp does not make it into an esl and you can move it wherever you need to. I highly recommend reading this article to further understand the difference:

Elder Scrolls Lore actually does have a statement on the elven lifespan, but it is not in conflict with your note about 1000 years:

"A chief distinguishing characteristic of Mer is their lengthy lifespans, with average citizens living over two centuries before being considered old—two or three times the span of Men.[5][6] Those extraordinarily gifted in magic or alchemy, or favored by the Gods, can endure for millennia with seemingly no ill effects.[7] "
    https://en.uesp.net/wiki/Lore:Mer

So if we assume the Caller was a very powerful mage, then she might be the extremely rare millennial elf.

A normal Mer lives up-to maybe 150 to 200 years. Due to diseases and hardships.

A noble or someone with higher lifestyle would live easily up to 500 to 600

A powerful mage could easily achieve 1000 years, though very rare.

In Morrowind there is extremely powerful dark elf mage, the old man is 4000 year old, no joking, look for Divayth Fyr
