Thu'um is similar to casting a spell but only on surface level. It's said that it directly inserts a word into the song of Nirn, bending reality to it's meaning. It plays into an idea that whole TES universe is a dream of a god with immesurable amount of power. What you are trying to imply is that casting spells shouldn't be possible with gloves because they are in the way. It's a fun mod but you are mistaken about how shouts work in the lore.

Then why was Ulfric gagged to prevent him from shouting?

Because you need to say the word to use Thu'um? Same as binding your arms prevents you from casting spells
The day my imagination is restricted by canonical lore is the day I stop playing Elder Scrolls games entirely, similar to how Star Wars was destroyed for me by pedantic bickering over details that would have been better left to the imagination of its audience.

IT SOUNDS LIKE SOMEONE SHOULD FAMILIARIZE THEMSELVES WITH A CERTAIN DEVA FROM 'CHRONO CROSS'.
