Came back to say that your statement about NPC texture mods that affect Sybille Stentor will cause blackface is actually incorrect. Thought you should know as it was most likely a load order issue. I didn't use TOW and this is my first time trying Pandorable NPC's but no issue with Sybille Stentor. I can guess where you went wrong but I just wanted to be able to claim the "true based god" status and also hope that others don't back away from using the original mod
Holy s***, just tested it now. I let TOW overwrite Stormcloaks for Good Guys and my patches and you were 100% correct because it's working perfectly now. How I didn't think to put TOW above my patches is certainly questionable and I apologize to everyone I may now have ended up misinforming. I'm on my phone right now so I'm going to update my description tomorrow. I also updated my USSEP patch to add more synergy and consistency between Stormcloaks for Good Guys and USSEP. I'll upload it in a moment.

What mod manager do you use? Did you install the mod mid-game (I highly don't recommend doing this) and is there anything conflicting with this mod, like another civil war mod?
Yes I installed mid-game but I chose new game, setstage etc. and it simply doesn't work. I have only Open Civil War that's all. Even turn off Second Great War. I was able only to put Rolf in his place that's it
I downloaded this mod, and was having trouble with the .esp file for the Stormcloaks for Good Guys mod being form 43, and while fixing that I think I accidentally messed with this one, 'cause Ulfric Stormcloak had blackface. So, I re-downloaded this fix. ALSO, I had another mod that causes Ulfric to wear the Jagged Crown, but realized pretty quickly that they meant the entire time he's in Windhelm (it doesn't wait for you to actually get the crown), so I disabled it. I re-loaded the game, Ulfric didn't have black face anymore (indicating this mod worked) but was still for some reason wearing the Jagged Crown, so I left the castle and walked back in to force the game to re-load Ulfric. Oh... it re-loaded him alright. None of his skin was black, either. I know... because I could see all of it.
That's right. Ulfric just chillin' on his throne in his birthday suit, regal as all hell, no shame whatsoever. Giving a moving speech to Galmar about why he fights, just swingin' in that icy Windhelm breeze.
Moral to the story: when messing around with mods, always start a new save... rofl!
Your mod fixed the dark face issue on the additional generic solider NPCs, e.g. Imperial Battlemages. Thanks! However, now the faces are not matching the bodies. For example, I've got a green Orc head on a pale (Imperial?) NPC. Any idea why?
That sounds like a mod conflict and it's something I have never heard or seen before when it comes Stormcloaks for Good Guys whenever I played with it, as well as when it comes to what people have said about the original mod. Even in heavily modded setups has it been fine for me.
I'm slightly unclear: if i have USSEP, do I want the main file and also one optional file (either ESL or ESP)? Or do I just want the optional file, with the main file being only for those who don't have USSEP?
(sorry if that's a dumb question, I'm very new at doing modding for myself, my fiance usually does most of this for me, but i'm trying to learn)

It's the former in this case. The main file is for everyone regardless of if they have USSEP or not as you need it to remove the black face bugs on the NPCs added and edited by Stormcloaks for Good Guys. And the USSEP patch is only for the people using USSEP but it's optional if you want it. I recommend the patch if using USSEP though because the changes that got reverted by Stormcloaks for Good Guys "feel" significant because it reverts some Civil War quest thingies back to vanilla.
Unfortunately, I still found the black face/mismatch bug on a couples of named NPCs (Laelette the Vampire, Sybille Stentor), some vampire NPCs and some patrolling soldier NPCs. The humanoid NPCs got the black face bug while the beast race NPCs' face skin/tint/color didn't match their body skin. I had the two mods (the main mod and this mod) very low on the load order and the bug went away after I took the mods off.
Damn, I thought I fixed the patrolling soldiers as they are all fine on my end >_<
I don't use this mod all that much anymore but I'll take a look at these NPC's. If it messes with named NPC's then it could be another NPC overhaul mod messing things up if you are using mods like, say, The Ordinary Women (which touches on Sybille Stentor). But even then if you don't have any NPC overhauls then I will still see what I can do as I find it very strange, indeed.
It's also very weird that Laelette is touched as in the game, she has nothing to do with the civil war... Perhaps the original mod touches on her in some way? I have to check that as, again, it's been a while. Stay tuned, I'll try generating some new face files.
Ok, I have fixed more NPC's than before, including vampires and those two NPC's and I made a USSEP patch as well. Tell me if the main mod (the face fix) works for you now.
*Edit: Forgot to say: Any mod that edits Sybille Stentor and Laelette the Vampire are now probably incompatible. I know for a fact that The Ordinary Women is incompatible as I tried to get Stormcloaks for Good Guys and TOW to work together but to no avail as Sybille Stentor got the black face bug regardless of my edits :(
I didn't expect you to reply and create a fix so quickly so sorry for the late reply.
As for face/body overhaul, I don't use one for NPC since I run Skyrim on a potato PC. I have very limited knowledge of modding Skyrim but I used SSEEdit to see which mod is affecting the NPCs with black face bug before posting here. I think Stentor and/or Laelette was marked with red (which means problematic inconsistency, afaik) and the only USSEP was listed after the main game.
I loaded up the main mod, the updated fix and the USSEP patch. Fortunately, the black faces on Laelette and Stentor are gone. SSEEdit lists the USSEP patch for Stentor but not for Laelette. I haven't check the patrol just yet so I'll keep you posted.
I try to write as often as I can, haha >.< I feel like I am better at it compared to before.
