      It's an issue with the engine generating faces for NPCs. Download "Face Discoloration Fix" from Nexus to resolve this issue.

      This mod only changes the environments inside the hall of attainment/countenance... so any mod retouching solely the village should be alright

   I downloaded this mod through bethesda.net (Skyrim SE ingame mod manager)
   every human NPC's head to neck skin is totally black but rest is fine. How do I fix that or is this a mod bug?

      It would seem like the Npcs face Gen data was poorly exported (and by poorly, I mean not!)
      
      I'll take a look at it tonight after work!
