Skyrim weather system is divided into 4 categories: clear, rain, snow, cloudy (the same as what shouts/spells I created in the mod). Each weather category has X number of variations, more with additional weather mods that add more variations.
So long as you use 'clear' or 'cloudy' weather shout/spell, and any weather mods you have installed are properly categorized, you shouldn't ever see a drop of rain or snow.
My mod randomly picks out a weather variation from the chosen category when used (the same mechanics for how the shout "Clear Skies" works) so it's possible you may see rain/snow when using other weather mods if they put a "light misty rain' under 'cloudy' weather, for example.
I've used my mod for years with Obsidian and now Cathedral Weathers and never experienced this though. And if you ever get a weather variation you don't like you can always just recast the spell.
I bet if you collaborated with the author of this mod: https://www.nexusmods.com/skyrimspecialedition/mods/5390 You could make it so when you activate storms they are permanent until you dispel them.
There shouldn't be any conflicts with Proteus; I use both. My mod uses its own spell effects to change the weather so there's no duplication of records or anything like that.
Loading this mod after having already learned Clear Skies, these shouts don't seem to ever show up in my Shout menu. Any fix for that? Even a command would work but I don't know the IDs.
I think I know the Oldrim mod you're talking about. I would like to add more weather-types covered, but at the time it wasn't readily apparent how to do so. This was fairly simple and quick mod to put together so I'll come back to it at some point and see what I can do.

3) type: add.spell [insert ID here]
Maybe consider adding Sovngarde to the screen archer version?
One of the weather control mods I used to use in LE had it and it was really cool.
