For those hungry for more plugin slots, this can be easily converted into an .esl by deleting the new cell and compacting the FormIDs in XEdit. Did it yesterday and the little rascals are still flapping around quite happily ;)
No need to delete the cell unless you plan to do anything else to it. Eslifying makes a new cell vulnerable to changes by other mods. Any such changes causes engine problems. But as long as no other mod affects the new cell, you're fine :)
Holy cow, I never played Morrowind (sorry!), but these comments really, really make me want to so I can experience the trauma myself.
From those of us who haven't experienced the horror of the original cliff racers, thank for for a mod with beautiful, obviously lore-friendly creatures flying above Solstheim. I haven't heard Mjoll the Lioness talk about them yet, but after reading all this I feel like I have.
St Jiub drove the cliff racers from Morrowind. Even if we take that statement at face value (and not hagiographic embellishment), Solstheim is not Morrowind. And second, we know from Mjoll the Lioness that a few years before Skyrim, cliff racers could once again be found in Morrowind in the border regions next to Skyrim. :)
Hey, first of all the mod is great, but I don't think it should be tagged as lore-friendly. From the elder scrolls wiki: "There are no cliff racers in Solstheim during the Fourth Era, likely showing that their numbers were reduced to manageable levels by Jiub.[4]". (By Jiub they mean Saint Jiub). Regardless, I'm sure lots of people who have downloaded the mod still enjoy it!
Well the wiki's source for that is that there are none seen in the game. They are noted to still exist in Morrowind, Jiub only drove them from Vvardenfell.

Actually, no, the wiki takes info from the lore, in the lore, Jiub extinguished all the Cliff Racers in Vvardenfell. After Jiub, Cliff Racers are only found on the mainland Morrowind. Also, Solstheim geographically belongs to Skyrim (geographically, during the fourth era, Solstheim was given to the dunmer as a refuge after the red year), and there's no Cliff Racers in Skyrim. They never were on Solstheim, they aren't found on the Third Era or Fourth Era Solstheim (which are the two eras when the cliff racers existed, before there were only Cliff Striders https://en.uesp.net/wiki/Lore:Cliff_Racer) In conclusion, this is NOT lore-friendly
I find it pretty lore friendly. Some of the population might have fled in front of the crusade and relocated in Solstheim. It's lore friendly if it doesn't contradict the lore and isn't absurd within the universe. A population migrating to avoid destruction is not absurd and Cliff racers are part of the lore. It's not canon, that's sure, but lore friendly stuff doesn't need to be confirmed by canon, it just needs not to be directly contradicted by reliable infos. And I can't find a contradiction.
The idea that cliff racers can only be found in Morrowind hasn't been confirmed by anything I've found. I've read that they are known to be found in Morrowind, not that it's impossible to find them anywhere else. And the part of the article saying that there are no cliff racers on Solstheim during the fourth era is based on the fact that there are none in game.
And we can't base lore-friendliness on what is or isn't in game, otherwise no mod would ever be lore friendly as they all add things or make things different than they were in game making the entire label pointless.
Not being able to find them in the game is exactly why they never were on Solstheim, both in Bloodmoon and in Dragonborn you get to explore all of Solstheim and there's no Cliff Racers to be found, it's not like they left a small part of Solstheim, they let you explore all of it and there's no Cliff Racers to be found
