It is. Kinda. Depends on your rig, mods, and Skyrim settings. I have a i7-7700HQ, GeForce GTX 1060 Max-Q (6GB VRAM), 16GB RAM, SSD laptop with custom ini settings ranging from High to Ultra Quality and 380 mods and I get up to 20-30 fps hit at places. But Skyrim SE never ran good on this laptop anyway...
Because of that, I'm using my other ENB preset, Performance ENB which is not as atmospheric, but not as performance heavy either.
If you use this fix (see link below), you may gain 10 to 20 fps. At least, for me it gave FPS increase in addition to eliminating all the stutters that was constantly bugging me.
Idk man, I read everything word for word in the description and religiously followed the instructions. Installations were not fruitful, it crashed my Skyrim every time.
When you install an ENB for the first time, it might take a long time for Skyrim to start. Up to 3 minutes!. Just be patient and let it do its thing...
Yeah, I'm pretty satisfied with Haze and have no immediate plans on weather support, as my ENB looks nice in all weathers (imho). But I might eventually tinker with it while I'm playing, and if I come up with better weather support, I'll publish it. :)
Edit: Sorry, I thought you meant how to open the ENB menu. I don't remember now, but you can assign your own. Open the ENB menu, there's an "Input" section on the top left panel, there you can assign your own hotkey.

Doesnt seem to be so compatible with vivid weathers however (nights too dark and days too bright).
Seems to work otherwise fine with True Storms

I really love this preset but since upgrading to 372 I'm using your Performance ENB, as it looks better for the moment.
