Added well activator to Fort Moon Watch
Added well activator to Fort Valus
Added well activator to Cragwater Cavern
Added Sigur to JobInnkeeperFaction so that he will sell water. He does not have all the Innkeeper dialog, only noticable with Fuz Ro K-oh Silent Voice.

Returning an empty bottle is more work than I am willing to put in and could cause conflicts with other RND patches that add custom return bottle. So, I am not going to do it. Anyone else is free to take this and add to it.
