I like the idea of this mod but the location is immersion-breaking. I would've put the vendor either in Winterhold, maybe a rebuilt/abandoned house, or beneath the mages college, as selling black soul gems is frowned upon and soul gems are primarily a mage thing.
Supply and demand. The vendors noticed the Dragonborn kept buying all the soul gems in Whiterun, so an enterprising merchant finally stepped up to fill that need. And now they're rich. Subsequently, Nazeem was heard muttering "I could have thought of that. I could have been rich. But noooo, I'm just a farmer of wheat and cabbage."

I realize that you have either figured it out already, moved onto another game, or simply removed the mod but I had the same issue. It was solved for me when I clicked on the merchant and use the 'resetai' command on her and she functioned as a proper merchant again.
For those who dont know, she only sells soul gems during specific times of the day, same as all the other vanilla vendors in the game that has a open and close time. She will only greet you during times shes not open. Even seen her in the tavern once after hours.
Out of all the various 'solutions' I've seen modders attempt to resolve the soul gem scarcity issue. This is by far the most realistic and common sense approach to resolving things in a way that fits well into the game. Thank you Command217 for crafting this. It is much appreciated.
The approach I would have liked to have seen, and for which I've just spent way too long looking for. Would be to craft a special version of the soul trap enchantment that instead of looking for an empty gem to fill, drops a charged soul gem of the appropriate size into the player's inventory.
Yes I know, that is a very over powered way to running things. But perhaps here's a fix for that. Set it as having only a one half percent chance times the player's enchanting level. So the player would have to level up enchanting to 200 before they would have a guaranteed drop. Assuming they have uncapped the skills that far. You know, that just might work too. I always get overwhelmed whenever I try to figure out how to build mods. But maybe it's time to try again.
