Has this been fixed in USSEP yet?

The USSEP team has always been adamant about not addressing this (the same way they are adamant about anything, really) because they deem that it was an intentional decision from Bethesda, and therefore that it does not have to be fixed.
Of course, the same thing could be said about a lot of things that the USSEP "fixes", but you know... Another case of USSEP being USSEP...

Does this edit Raze spell in VL form or Vampiric Drain in human form? I've never noticed Serana nerfing either, but it might be because of Sancrosant. Both seem pretty powerful to me.

It edits the Vampire Lord drain spell, not the human form one.

File is packed wrong. Needs to be in data folder in the archive.

If Bethesda made a condition related to Serana it's for some reason. I have never played as vampire but these "drain life" spells are related to a quest The Bloodstone Chalice and the Ancient Power related temporary buff.

Nah. It's just a lazy attempt by Bethesda to balance the game when Serana is with you.

This should be reported to the USSEP Team. This is a fix that should be included with USSEP.

I'm sure Arthmoor is aware of it. It's not technically a bug.
