This mod would have been a lot better if it had not been designed around Weapons Armor Clothing and Clutter Fixes. WACCF screws with to many other mods that I have installed. Does the vanilla version still require WACCF?
It's the New Perk Tree which is more compatible without WACCF (and now no longer requires it), as it does away entirely with tempering being tied to keywords. The Modified Vanilla Perk Tree still requires WACCF (and will continue to), as its changes require properly distributed WACCF keywords to function correctly.
With Exquisite Improvement, I believe you should be able to improve things to Superior regardless of your Smithing skill. But what is your Smithing skill, if I may ask?
I tried to find a list of quality tiers used by Requiem (assuming it is responsible), but couldn't find anything.
With the first improvement perk, you should be able to make items Superior at Smithing 25, but I can't say for certain that Well-Made isn't replacing Superior in your game.
If you're not able to sort out which quality tiers are which, you could try using Improvement Names Customized AE (at least for troubleshooting).

This mod doesn't actually need WACCF. You can see this by creating an empty dummy version of "Weapons Armor Clothing & Clutter Fixes.esp", loading everything into SSEedit, and doing a "check for errors". By doing so, you'll find that nothing in this mod actually depends on records from WACCF.
So, to create a WACCF-free version, we just need to remove the unnecessary master-file dependency. SSEedit provides a method to remove master dependencies that are not actually used.
So, to create a WACCF-free version, follow this procedure: (1) Temporarily install WACCF. (2) Load both mod's plugins into SSEedit. Highlight "Smithing Perks Overhaul SE.esp", right-click and "clean masters." Exit. (3) Uninstall or disable WACCF
EDIT: From comments below, it appears that an earlier version of this mod did depend on WACCF, specifically for keywords forwarded in the ESP file. The current version of the ESP file has no such dependency. I also checked the scripts and they also have no dependencies on WACCF. So, nothing in this mod needs WACCF.
The only caveat I'd add to this is that WACCF adds the keywords that this mod uses to a significant number of vanilla armor and weapons, and without those keywords this mod won't work fully as intended. Those keywords are all injected into Update.esm though, so they could be extracted from WACCF and applied via another file.
That would be a good point - except that those keywords are also provided here too. All of the WAF_* keywords that are injected into update.esm are duplicated in at least three places - In WACCF, here Smithing Perks, and Object Categorization Framework (OCF).
Well, not all - WACCF includes two new keywords, WAF_VisuallyDarkArmor and WAF_MaterialBoneMold that aren't used by Smithing Perks and also not in OCF.
If I were to abandon SPERG in favor of this relative to smithing - I'm assuming that they're incompatible - what changes and differences could I expect?
I haven't used SPERG, so I'm just going by its description, but I'd say this is more vanilla in its approach. Some of SPERG's smithing perks veer into enchanting, price discounts, and mining; SPO's perks are focused entirely on crafting and tempering.
Thank you. I don't expect you to know what you don't, so I appreciate the comparative look with your added experience. I'm prepping for another go at Skyrim, and I always used SPERG before (and avoided "overhauls"). It seems pretty clear from your description that there'd be some work to make them play nice, so perhaps I'll try SPO and keep the Skill Uncapper component of SPERG without the rest of it.
Ugh... requires WACCF. That mod totally breaks the economy with every silver goblet worth dozens of gold. I understand you made both mods but just chiming in to say wish we had a WACCF-free version of this one.
Hello. Im not sure whats going on, but for some reason, every improvement perks work as intended, and i was able to improve my equipment quality higher, EXCEPT for Exquisite Improvement, which gives no improvement whatsover. I tried having it at low skill level, high skill level, low weapon skill, high weapon skill, nothing works. Im currently using the SPO - Vokrii patch though so im not sure if it would affect anything, but checking in xEdit i see no conflicts between the two mods regarding the Exquisite Improvement perk.
Edit : I tested with only this mod and without the patch, the problem persisted, however this time multiple improvement perks werent working, not just Exquisite.
I just thoroughly double-check each of the improvement perks at varying Smithing skill levels and everything checked as functioning as intended (I was able to improve my equipment consistent with the chart under Images).
Is it possible you had any debuffs affecting your Smithing (from hunger, fatigue, etc.)? That would impact your ability to improve items.
