That's the same as "%LOCALAPPDATA%\ModOrganizer\<instance directory>" on the instructions. Just paste it on the file explorer address bar and it will take you there. AppData is a hidden directory by default, so you would need to show hidden directories to see it.
Also, this doesnt seem to do anything for me and I used the 1080p version on my 1440p monitor, like the description says to. Dropped the Splash.png file in my MO2 directory. The thing is, it didn't even replace anything...

If you're using MO2 instances instead of the portable installation, you have to put Splash.png in each of the instance folders instead of the MO2 directory.
I just made them with resources that I've already uploaded. The MO2 logo is from the Application Icon Pack template that you can find on the Paper Themes mod page, and the Skyrim logo is from the Skyrim Logo Vector file that I've uploaded.

It wont overwrite anything but it still works.
