There is a stormbreaker mod for Skyrim LE, called Stormcaller. The author afaik is not able to port it to SE, however you could ask him for assistance or look into it?

GOOD LUCK Mate! :) I'm happy someone is trying to make this mod. When I watched Infinity Wars I thought it'd be great if Stormbreaker was implemented into Skyrim. I wish you the best of luck in this endeavor.
I don't know if it helps but maybe some cool features for Stormbreaker could be some kind of enchantment that casts lightning and the ability to throw it while doing a certain type of power attack (eg. backwards). Sadly, I have no experience in modding so I won't be able to help but Colorful Magic (184Gesu, https://www.nexusmods.com/skyrimspecialedition/mods/13261 ) has an enchantment that cast lightning, if I'm not mistaken. It isn't ported yet (as far as I know) but Throwing Chakram (Rhubarbs, https://www.nexusmods.com/skyrim/mods/66110 ) has implemented a melee weapon that gets thrown, bounces on a few enemies and then returns to the player when doing a sideways power attack. Maybe you could use their scripts (or modified versions of them) if they give permission?
Anyway, I'm looking forward to try this mod in my Nord build!
I'm sorry, but I'm no good at this, so when I finish, I'm going to let others modify it, but once I implement the features I set forth, I'm gonna experiment with new ideas
