On my ancient system, using a TV as monitor, the 'flickering when moving' is caused by the slow response time of the screen ~ 8 ms. On faster monitors, (< 2 ms) this will not be an issue. I don't use mip-map textures because it removes some visual information, which to me is more important. Especially visible on distant trees.
But, there is now a mip-map version for download, albeit untested by me. You're welcome to report back on your findings.

You don't use any mipmap textures? As far as I can tell, nearly all textures have them on the Nexus. I'm told it's very important for performance optimization because it does something similar to LODs. I care about performance a lot because I have an aged (2013 released) graphics card.
Update: took a trip to Blackreach, tried both versions of the mod back-to-back, and yep, the mipmaps completely got rid of the shimmering effect while walking! Huge improvement. I remember now thinking this was the best Falmer glow mod but also why I had been using another. It was just the shimmering that drove me crazy. I'd say it might even be worthwhile removing the non-mipmap version.
yeah, I agree with all of you. This is such an important texture. I mean the guy who made it deserves the "1st Medal of Immersion". Its one of the few texture mods that makes total sense. Thanks man.
This mod needs much more attention than it gets, it fixes those blaringly discolored glow effects and brings them in line with the falmer cave aesthetic that it should have been. Far more immersive than the eyesore that oftentimes gets overlooked by every texture mod out there. Endorsed, thanks again.
Wow! Thank You Sir. This is my second playthrough and I use ELFX too. Your texture takes out that annoying in your face glare of the original horrible texture. Even without ELFX this is a must. I wish I had of found this on my first play lol. I don't understand why your mod only has 45 endorsements. Should be like 10,000 or more. So simple yet effective! Bestheda should include this in their USSEP Patch ... but I am glad I went back through 20,000 mods and found it lol.
