   When wearing the Cowl, I can't pickpocket anyone. I always get the message"[name] has already caught you pickpocketing" even if I have made no previous attempts. If I unequip the Cowl I can pickpocket people normally, but then I lose the benefit of the Cowl's anonymity enchantment if I do get caught.
