Quest between Ivarstead and Riften inns. Back and forth half a dozen times, some by riding the roads, some by fast travel. Criminal never appears, anywhere. I think this quest is working, so this isn't a bug report... I'm just saying that it's very, very possible to not be in the right spot to catch the criminal actor spawn after repeated attempts. With no map markers, this makes for a "this might work out, or might be a huge frustrating waste of time" quest -- meaning I'm always reluctant to actually take them off the board.
Not sure how to improve things, short of adding map markers (which may not be possible). But as currently implemented, these "find someone between two inns" quests are too high a probability of frustration to make them a usable part of an enjoyable game.
