i use nearly lossless bc7 1k compressed high res eye normal map for vivid eye experience, crystal clear eye reflections and smooth shadows, no contact lens effect. includes most vanilla races and main character using these races.
optional all in one package including normal maps for argonians and werewolves is uploaded.

the included mipmaps guarantee lowest possible use of ram while providing highest possible resolution being close to the eyes for screen archery.

do not use mods doing the same and using the same texture as my mod like "eye normal map fix". they will overwrite each other depending on the load order.
in my opinion the eye normal map does not need any contact lens like fix but intstead it needs high resolution and a seamless texture, free of blocky compression artifacts. with my mod you are free to use all kind of iris sizes without any iris related seam problem and you get rid of all low res related blocky shadows and seams.
so it's on you and a matter of taste to decide and to compare which eye normal map mod delivers or "fixes" the most realistic and compatible result. 

for some custom races, eye mods and patches using its own file. please read my whole description if you want to be sure how you can configure my mod to cover all nonstandard, custom mods dealing with eyes, like custom races, followers and eye mods.
If you still encounter limited eye quality check if my mod works, check your enb eye settings and check if the main rgb eye texture is limited in quality or resolution. also check for a capable eye mesh (see my recommendation below) including quality eye reflection cubemaps.

if you like smooth, natural and even closeup image capable eyes i would recommend to give my mod a try.
no more close ups with blocky human eye shadows, contact lens effect or artifacts.  even main characters and all npc eyes will look better ;)

vanilla and some other eye options are low res or have compression artifacts. the main point is that bc1 and bc5 compression produce visible artifacts. this may be neglegible in high res standard textures dealing with color informations but this has a severe impact using normal maps including directional information.
many custom mods suffer from using suboptimal normal map settings. especially if the texture or even more the normal map has a lower resolution, standard compression used for dds format will lead to rendering errors and surface appearance is getting worse.
often zoomed main character related textures like skin and eyes are even more suspictable for resolution related texture limitations. hi res textures are included in most eye mods but often with a substandard normal map which leds to blocky seams and shadows.
the imo best normal map option with thousands of endorsements has to fight with a kind of lensand iris  seams (related to the inability of the skyrim engine to render extreme directional information differences in the normal map errorfree (and by the way not all npc need a contact lense effect).
so i customized my own normal map for vivid, natural eye appearance. i tested a non lens based high res variant with a moderate nearly vanilla eye bulb curve oriented natural concave reflection effect but without resolution and compression dependend artifacts.
with a good cubemap and eyereflection texture it delivers imho very good and natural results. the important thing is to omit compression artifacts. so please exclude this file or reinstall it if you plan to use texture optimizers like ordenator. 

the found solution is quite simple but effective as you can see in the screenshots. most of the work was testing and comparing the available solutions and ideas and then to find and optimize the imho best one.
the increased size of this lonely normal map is not worth to mention, even in comparison with the texture sizes of skin, landscape and architexture mods. it prevents any eye related artifacts and the annoying blocky shadow transitions usually intoduced by compressed normal maps with insufficent resolution.

i use enb (eye reflections in the eye settings menu) to alter the
settings for the best reflection intensity and recommend this

it's just a small texture replacer. no performance impact, no esp an no mod incompatibilities except a mod uses the same texture like "eye normal map fix". put my mod at the end of your load order to be sure no other mod overwrite it accidentally.

have also a look at some eye mods using still low res file.

you can cover most of the custom mods if you search for the file in all the mod folders of your skyrim game. use your file explorer. if you find a low res one compatible with my mod just overwrite it with my high res file replacer.
