A few changes to pickpocketing chance and how it's calculated.

If you only want one of these effects, I have included an optional file for both.
Load after any mod that alters pickpocket chance, such as the Ordinator Thief Skills Rebalance.
Should be safe to add or remove mid save.
Let me know if you have any problems.
- Pickpocket chance is no longer affected by value, only weight.
- Maximum pickpocket chance increased from 90% to 100%.
