Looks cool - this is something that's been bothering me. It should work exactly the same for the Hardcore version, since the image spaces are generally the same.
I did an experiment, and it seems to work fine. Using Wrye Bash, I changed the master for this mod's ESP to the hardcore version of ELFX and ran LOOT then rebuilt the bashed patch. I haven't done a thorough test, but it seems to be working correctly - The brighter lighting effects seem to be present, while the darker caves from elfx - hardcore haven't had their ambient darkness reverted.
Theres nothing difficult about it. Download Wrye Bash, open it, find the esp in the list, on the right side there will be a panel with masters that the esp relies on, right click on the empty space and tick "allow editing", right click the ELFX regular esp, click "change to..." and choose ELFX Hardcore esp. Done.
