1) Do I still need this if I'm using BethINI? It did a good number of tweaks on its own, I didn't read every last one. I had long forgotten that I even have the .ini file from this mod, so I didn't keep an eye out for the changes as BethINI went.
2) Do I need to reinstall SKSE and this here? Vortex prompted me to update sth., so now im on SKSE 2.2.3 beta. Installed SKSE anew two weeks ago, as usual.
i am entirely updated and the scripts to AFT are dropping out as is several other mods. Loot says what I have is all good so the current updates with current SKSE are good and bogus. After reading posts on the downgrade mod I do not trust to do better using it. Many have lost more than I have lost with the downgrade mod AKA "can't play the game at all any more". So I'm just waiting for an update of SKSE64 as if someone might fix the mod scripts rather than break them. AFT should not be a moral high ground problem like flower girls so hard to say what the upgrades are supposed to do... "make the game better of course, they are updates afterall". I can reboot the computer, reboot the game and mod dialogs will work for a few minutes. Then the dialog scripts start disappearing but I can still play to some degree. So that is the best Skyrim 1.6.640 with SKSE64 2.2.3 runs scripts unless they are part of the original game. Original game seems to work fine. The downgrade mod might have you reloading the game from scratch to get it to work at all again.
What I am saying is I used this loader to get Vortex to list my SKSE64 upgrade correctly and load it in whether real or imagined that worked for me, I'm running on tinkering without help. I am unaware of this Beth.ini. I was offering help not trying to confuse people. If your game is working don't fix it unless its broken. How did Beth.ini concerns get attracted by my post? If Beth.ini is in the data folder I'm just talking about what I'm using in Vortex.

Yes Bethini is probably the best tool for optimization but there are two problems with this program : 1. The "messages" section is not open 2. It is detected as a virus by many antivirus so the question legitimately arises, which program should be trusted the most?
Personally I use Mcafee and rare are the times it has blocked a program. So I think I can trust him to know which program is potentially dangerous or not. Moreover what is strange with Bethini is that he is not recognized as a virus the first time, only after the second time or third use.
BethINI is not detected as a virus by "many" antivirus programs, it's detected as a virus (or unable to process) by McAfee and three others out of the many malware detectors amalgamated by VirusTotal because they use faulty default detection code.There's even a version of McAfee (GW Edition) that does not report BethINI as a virus, because that bad default detection code has been replaced. McAfee is not quite the worst malware program on Earth, but it's very close to being the worst. It's "popular", for a given definition of "popular", only because they give a 30-day trial away for free to every ISP they can.
I get an error when I try to run SSE from vortex "SKSE64: Couldn't find SkyrimSE.exe" Is this a way to fix it, and if so what does the bottom one mean, edit out the comments or something?
It's not really "required", it's just a small improvement to your game. You can do without it, but it just adds the small improvements, like the ones at the Description tab. I have this .ini added to my SKSE archive in my mods folder.

TL;DR: McAfee sucks, BethINI is not a virus.
On the contrary, my memory was cutted under <2048 with this and the game just got CTD with Memory is out 0000000x0 error...
