It's bizarre but when I looked at the .esp, it looks like it's not overwriting records from the LSC mod itself, rather it adds its own set of projectiles which is never used by the LSC mod.
Nope this does not touch the reticle it simply makes the bolts and arrows go faster, in fact, this will simply just override the change made by the original mod and have no conflict there whichever is higher in the load will win. The reticle issue described just means because the arrows go faster it's much more noticeable they fly above the reticle with vanilla aiming, the ini edit helps fix that.
If this other mod you are using adjusts where arrows travel from the crosshairs then that will work fine no worries.
No, this one is a complete replacement, adding them both won't conflict as they will simply override each other's values for vanilla arrows and bolts depending on which version is lower in the load order. However, DO NOT ADVISE INSTALLING BOTH! as regardless of the facts it is still a direct conflict be it game breaking or not.
Every time I just try to download the standard version file here through Nexus it won"t download and had this error code pop up: Error registering this mod: Simply Faster Arrows and Bolts for Legendary Skyrim Crossbows SSE - Standard Version Error: Root element is missing. So I am not exactly sure what is wrong exactly. I already have Legendary Skyrim Crossbows downloaded which is the only file that I believe is required for downloading this version. Any help will be greatly appreciated. Thank you!
:), much respect for your original mod. LSC-SSE has the gravity a little bit higher than your mod, and the arrows are 50% faster with longer travel. Your mod was still useful, Arrows are quite a bit are twice as fast, and gravity a little lower, the travel distance won't be affected by this mod either as long as it loads after LSC-SSE which it will because it's a dependency. Getting this working was easier than I expected loaded it up with the dependant mod in SSEdit looked at the projectiles, duplicated the new entries from LSC-SSE into to this data file and then adjusted the values by hand.
I just thought people might appreciate these values as opposed to 50% faster and more weight. I for one prefer these values.

I use Aim Fix Lite: https://www.nexusmods.com/skyrimspecialedition/mods/18524
Will this conflict with that?

Please note that the esp is still in form 43. Should be updated to form 44 please.
