To address a crash report and major fps drops, rebuilt SKSE plugin with optimization in mind with minor loss to visuals. 'Storm Intensity' INI setting has been replaced with a algorithm that will decide the intensity of storms, bringing in some variety. In addition, restored 'small hail' to hailstorm rotation. Lastly, restored some INI settings.

In the new update you can now tweak the mod to your liking in the ini file including damage, physics, and intensity of the storms, additionally you can change the frequency that large hail storms will spawn.
Hail Storms now have a random duration as opposed to always lasting 60 seconds before.

I edited the sound descriptor in your plugin to add some decibel and frequency variety, added 5 new sound fx for some more variety, and changed the output of each file to match the mono output in the descriptor so the fx are heard at each impact site - Hail physics have been tweaked
