Enables tempering of Obicnii's (selected) armors.

Some patches to enable tempering of Obicnii's armors and outfits. These are made for my own game thus I do not have patches for Obi's other mods. Armor pieces that have zero armor rating have been omitted.
Request for Obi's other mod patches can be made but do allow me some time.
