   its in my mod folder however inigo does not appear and his cell is not changed. its as if i never downloaded the mod in the first plac

      Did you install it to an ongoing playthrough..?

      You have to activate the mod, with a mod manager, or using the mod management system now built into Skyrim along with the CC content.  The contents of the Inigo download have to be unpacked into the Data folder for Skyrim Special Edition, if that has not already been done.
