If i travel to Solstheim he stops following me, if I hold E to give him a command he walks to me and follows me but as soon as I release the command he just stands there again. I've traveled to and from Solstheim and in Skyrim he follows me with no problem. He also doesn't crouch when I do, and doesn't seem to want to attack anything. When I whistle to him he responds and turns to face me but doesn't move. I have no mods that modify followers, and I have no mods that modify Solstheim.

Odd, he works fine in Solstheim for most people.  There is a chance something (like the script that grabs up villagers to work on Miraak's projects) has grabbed him, and is not letting him go again.  Is it night, have you slept yet, and did you get sucked into working on the obelisk?  You can use the sv command on Inigo to see if anything else has grabbed him in an alias.

While he is not moving in Solstheim, open the console (~), select Inigo with the mouse and type:

      sv

Then hit enter. The sv command should show if Inigo has been nabbed as an alias for another mod. You'll probably need to use the page up (and page down) keys to see all the info. The quests with aliases from the Inigo mod should all have 'Inigo' in them. If there are others listed there (other than the AAE quests which are from Vilja and are also safe) take note of them, and list them here (or take screenshots of everything and link to them), and I will take a look at them. It may be a mod that has a built in way to fix the problem.  (If you want to be able to see more of the page at a time, More Informative Console is very useful for that, among other things, and will allow you to see more of the behind the scenes information.  I will post the link, in case you want to use it, but it is not required.)

Also, your posts are much more likely to be noticed in a timely fashion if you ask your questions in the main comments.  Things tend to get ignored back here in the Forums.
