xEdit suggests that this version does not have a chest placed in the game world at all (no cell records, no worldspace records etc.), so not a surprise that this cannot be found. Still, you can craft it.
It's on form 43, which indicates that the mod was not ported to SE, it was just loaded on the nexus SE page, and it could give you problems at some point playing, 80k of dawnloads, some broken or converted the mod to use kkkkk.

For anyone that experiences needing WACCF and CCOR, this is due to you also using a mod called "ESO Armors - Increased Integration." That mod replaces the .esp from this mod, along with the Breton and Nord armors. I have yet to test this (I will edit my comment if needed), but I have followed these steps to remove the requirements, because I have neither of the required mods installed.
1. Make sure you have -IKnowWhatImDoing and -AllowMasterFilesEdit as arguments in MO2/Vortex. 2. Copy and paste two dummy mods into your ESO Armors - Increased Integration mod folder. I used a random mod from my mod list. 3. Rename each dummy mod to "Weapons Armor Clothing & Clutter Fixes.esp" and "Complete Crafting Overhaul_Remastered.esp" (without the quotation marks obviously) 3a. I'm not sure if this step is required, but I activated each dummy plugin file in MO2 4. Open ESO Altmer Armor by NewrMind43.esp, The Legends-Breton Knight.esp, and The Legends-Nord Armor.esp in SSEEdit. 5. Click on each of the aforementioned esps in the left pane and delete the master files you do not need in the right pane. (right click -> delete) 6. Exit SSEEdit, save plugins when asked. 7. Delete dummy files. The armors should now not require WACCF and CCOR.
