Not sure why but this mod specifically doesn't get along well with Rudy ENB. If I disable either Rudy ENB or this mod my game boots up fine but otherwise it gets stuck on the compiling screen
If your monitor supports Variable Refresh Rate (VRR/G-Sync/Freesync/AdaptiveSync/etc.), it's best to let FrameGen control the rate.
If not, you can turn on V-Sync in your graphics card settings (like NVIDIA Control Panel), to match the frame rate to your monitor refresh rate.

When starting a new game, I experienced a whistling sound. I methodically removed mods I'd added and found that the whistling went away when I removed this mod. I further tested by turning off settings and found that when I turned off "EnableVSync=false", the whistling went away. So if anyone else has a whistling problem with this mod installed, you might try turning off that setting. An easy way to do that is to put ";;" before the line, so it reads ";;EnableVSync=false".
Sounds dangerous, you should probably check your fans or power supply.
Note that vsync is wasteful if you have a variable-refresh-rate (VRR or freesync) monitor. In any case, if you want to vsync, you should enable it at the GPU level. For example, in the NVIDIA app.
when you say a whistling sound, do you mean from the game or from your PC, bc when i boot my pc makes a whistle whiney noise and the screen is black...
I've heard that this is an incompatibility with the latest version of PD upscaler. Some users say that the earlier version of PD upscaler works, but I haven't used it myself.
Are you talking about normal MCM or system menus? I don't touch those at all.
The DisplayTweaks settings starting with "UIFramerateLimit..." will control your max Frame Rate in menus. Try experimenting with those settings, and let me know if any of it helps.
As per the comment in the default SSEDisplayTweaks.ini file, setting them to -1 disables that limit.
I didn’t meant to say that you touched them haha sorry. And I did change those parameters for the UI in display tweaks and it didn’t work. But I noticed that it might be something of the FrameGen for CS itself. For now, I’ll rather to use lossless scaling, I don’t know why it’s way smoother.

Please remember, this won't solve any other problems. GPU, drivers, upscalers - anything that affects display - can cause incompatibilities.
You'll still need to figure out those other issues before this mod can do its job.
