I made a version of this for Requiem, but one user asked for a base game version. Requiem uses scripts to toggle spells on and off, which wouldn't work on the vanilla version. But the vanilla version sucks. So I added a script free toggle using perk conditions, which I'd figured out how to do when making a different mod. I then realized that because I'd just added it as an optional download in a Requiem-specific mod, no one else would likely ever see it. So I'm adding it here in case others find it useful.

Candlelight. Cast it and you can see! Hooray! Then something notices you. You frantically try and toggle it off, but too slow. Now a vampire ate you. How sad for you. Well now all you need to do is sneak, and the light disappears. Stand up, and it reappears. Easy peasy. 
(What This Mod Does)
Sneak Conditional Candlelight with Toggle:

Adds conditions to the Candlelight spell that disables the magic effect (glowy ball of light) while sneaking. Spell duration will continue as normal, but it will cast no light while sneaking. When you stand up, the light will reappear.

This means you can leave Candlelight running indefinitely while in a dungeon without alerting enemies, as once you sneak the light disappears.

The spell has an in-built toggle now. First casting works as normal, but if you cast the spell a second time while it's active the effect is dispelled. The second casting has zero cost (requires you have sufficient magicka, but won't consume it) and is silent (enemies won't detect it).
Compatibility Note: Because of the built-in toggle, this modifies the magic effect in addition to the spell itself. That means it won't be compatible with any mod that alters the color of the glowy light ball. I left the color and intensity at vanilla values, so if you want something different you'll need to either edit it or copy over color changes from your preferred mod in xEdit.

Installation:
Install with relevant mod manager or manually if you like to live dangerously.

Uninstall: Safe to remove mid-game, though always remember that even changing load order can potentially break things in
the long term.
