I see the armor in Tullius' room on the mannequin, but I can't interact with it and take it. I presume from the description that I can take the armor since I was also able to take the helmet beside his bed. Any ideas why I can't take the full set?
You can take the armor from the mannequin. I don't know why it does this, but the activation box for looting it is blocked when you look directly at the mannequin. Try looking around it, like directly in front of it from the side, or between the arm and the body. It should work then. The text should change when you got it.
