Not for doubting intension,but may I ask what efps patches you are using nearby Windhelm?
Is your crashlog empty or just recording 0X00000000?
The openning map ctd depends on many,like occlusion density,occlusion crossing,map showing statics.In my case in Windhelm Outskirts,I have many occlusions crossing here but only without this patch I will crash there.However,in heavier occlusion density area like Whiterun,the situation is that I cannot have even a single mod-defined occlusion crossing there.In your case I suppose eFPS did the things in my Whiterun.But I have that too.That's why I question what eFPS patches yr using.If same,I suppose this CTD has also some mysterious relation to hardware settings/ini settings.
The patch i used is Jk's outskirts and Ryn's farms. When i crashed, had no logs. Tried a lot of combos with or without your fix but still crashed. Stopped crashing when i disabled eFPS
Alright.I have already got an initial conclusion your ctd is due to occlusion crossing added by eFPS but I don't know if it will be removed with enough patches.Glad you also figure out that "eFPS is not hard required“
OK,i think i understand. On the Unofficial eFPS patches page mod, it's writting that CWE has a patch but JK's Windhelm Outskirts and Ryn's farm don't need a patch. And i'm pretty sure i've rade that Windhelm Bridge revived don't need a patch. But this is when you use one or another not all them at the same time. So i guess it needs patch for the combo. Or perhaps just for JK's and Ryn's
From what I have known if you only use CWE Whiterun there won't be crash when openning map.The crash should be caused by EFPS+CWE.Check my profile to get CWE Openning Map CTD Fix.I think I have made two or more patches for different conditions in Whiterun.

It became obsolete with the release of SREX 2.0 but the mod description might explain what issue I had with Occlusion planes. You won't get that information anywhere else, I spent many days tracking down that issue and discussed it with the creator of SREX an Rob from the Rob's fixes series. They say what I say can not be true but in the end they could not deny my argumentation. Other users reported the same behavior, so just give it a read and judge by yourself :)
On Whiterun's occasion things are due to occlusion.Clearly I have also released fixes about Whiterun's occlusion before.But I have to say Windhelm's is absolutely not the same thing 'cause I received crashes even when I deleted every occlusion plane in SSEEDIT.I am sure it is a lod issue just cannot to explain myself.

Using CWE, JK's and Ryn's (and Windhelm bridge revivre). When i disabled eFPS, no more crash when opening map.
