A quick fix for if Windhelm is completely bugged and you don't want to start a new playthrough

Are you 20h into a new playthrough, only to find that EVERYTHING in Windhelm (and just Windhelm) is broken? Everyone is standing still, using generic lines, and all the shops are closed? This mod will (hopefully) fix all that, even going as far as to make "Blood on the ice" and "The white phial" possible to start (but this mod is not intended for those who have issues with ONLY those quests). If you are okay with starting a new game, I would not recommend this mod. Instead, try to fix your modlist for future playthroughs (possibly by cleaning mods and addressing LOOT messages). Personally, I do not know what caused this issue in my playthrough, but it did not occur on future playthroughs.
What does this mod do?
This mod changes a few values in the DialogueWindhelm quest so that aliases can be filled correctly. All aliases are now "Allow Reserved" or "Optional" (depending on original values). The bug causing all of the issues described above is that all aliases for that quest are set to "None" (type sqv DialogueWindhelm in the console to see this in game). I don't know all the implications of my changes (one is that the scene with Suvaris is skipped) so only use this if necessary
Installation
Load after USSEP. Dialogue in Windhelm should work immediately, but some things (e.g. shops opening, quests starting) may take some in-game time to occur
