What Hold Foresters does is that it adds in at least one Forester for each Hold that patrols the woods and, sometimes, the roads in each hold.
They are part of the Hunter faction, so they'll also be hostile to member of the Prey faction.
To help make these NPCs work for all users, they are not affiliated with either faction in the Civil War, which means if Whiterun falls, the Whiterun Forester will not change. He will still be in his uniform, and still be friendly, for he does not serve either side (he still will arrest players and bring them to Dragonsreach, though). This not only keeps the mod script free (a win win for all), but also helps those who use mods that allow conquered cities to keep their original uniform instead of going under martial law and occupied by military troops.

FAQ
Question: Do they respawn?
Answer: Yes. They do indeed respawn.
Question: You said one Forester, you added only one Forester in this mod?
Answer: Nope, I added Foresters to each hold depending on said Hold's size, and number of settlements. Whiterun, for example, has four. So does The Rift. Winterhold has two. Hjaalmarch has one, and so on.
Question: The Foresters have their dagger equipped, but have bow and arrows in their inventory. What gives?
Answer: It's simple. Skyrim jankiness at its best. I followed one Forester for a bit and they equipped their bow when they engaged in combat. So they will use their bow. I have their combat style set to prefer the bow, so yeah. Skyrim jankiness.
Question: Why am I finding a Forester in an inn?
Answer: They will abandon their hunts at night and return to their originating inn until morning.
Question: Your screenshots only show Foresters in domestic settings. Why is this?
Answer: I didn't feel like retracing my xmarkers in game to follow the path of a Forester to get a screenshot in their natural environment. Laziness. Yes. But I've been working on this mod for months and I just wanted to finalize it.
