A more lore-based solution would be to take into account not only the bow skill, but also the restoration, since solar damage belongs to this school of magic. Let each bow skill percentage increase by 1% and each restoration skill by 1%. Thus, with a bow skill level of 30 and a restoration skill level of 30, solar damage will be 30+30% = 60% of the bow's starting attack
I based this on the Shrine of Auriel that gives 10% fortify marksman.
I did that with my Dawnbreaker mod, the sun damage increases with Restoration. Thinking about it now it does not seem fitting given that the sword is a Daedric artifact.
