The way this script works is, it's a debug for fixing an ability condition bug, but it has some script lines that adds gold for no reason if the player has confidence higher than cowardly(0), these are Cautious(1) Average(2) Brave(3) Foolhardy(4) and the one you have is the number of the gold you'll get, this is troublesome if you have a long running save game and the game decided to just change your player's confidence stats or it's cause by some other mods, then you'll get gold every hour, this is not immersive and it's considered a bug, this is just a simple script file change, no ESP or anything
